In order to tap the rising Indian outbound travel market and attract more footfall, Russia has announced visa-free travel for Indian tourists, slated for 2025, which aims to strengthen Russia-India tourism and economic relations.

The Government of Russia has announced visa-free entry to Indian tourists starting in spring 2025, says Evgeny Kozlov, Chairman of the Moscow City Tourism Committee. 

According to reports, the anticipated development is a result of discussions held between Russia and India to encourage tourism and business exchanges, including a June 2024 consultation on visa policies for group tourism.

This measure is expected to significantly increase Indian tourist numbers in Russia, particularly Moscow. 

In the first half of 2024, Moscow received over 28,500 Indian tourists, a 50 pc increase from 2023. 

According to reports, the city saw more than 60,000 Indian visitors in 2023, with a sharp rise in business travel, positioning India as a leading market, outside of the Commonwealth of Independent States (CIS) countries.

Moscow officials highlighted India’s importance as a source of business tourism, ranking third among non-CIS nations for business visits in early 2024.

The statement adds that Moscow aims to expand its hospitality capacity by 2030, with plans to add 25,700 hotel rooms, recognising Indian tourism’s growth potential, including the emerging trend of Indian destination weddings in Moscow.

Russian officials say that the visa-free policy, currently under development, is poised to strengthen Russia-India relations and support the Russian tourism sector, particularly as Moscow looks to simplify travel for Indian tourists. 

The city’s vibrant festivals, exhibitions and business events continue to make it an attractive destination, and this initiative aligns with broader efforts to enhance cultural and economic cooperation between the two nations.

Currently, Indian visitors can apply for Russian e-visas, of which over 9,500 were issued in 2023. Moscow remains committed to facilitating this growth through streamlined travel processes and new tourism infrastructure, according to Kozlov.
